For an hour or two without climbing, a tuk-tuk from Sintra station: Soul Travelers runs 75 minutes past the palaces from €45 per person; Outlanders does 2 to 3 hours with a queijada on the way from €75, and sells a guided visit inside one monument on top.
None of them goes inside with the standard option: a tuk-tuk is for the views and the roads between the palaces, not for the rooms.

Before booking a tuk-tuk
Do tuk-tuks go inside the palaces?
No. They drive the roads between them and stop at the viewpoints; the monuments are seen from outside. Outlanders sells a guided visit inside one monument as an add-on, with the ticket extra.
How long is enough?
Seventy-five to ninety minutes covers the loop past the four palaces above the town; two hours adds Regaleira, Seteais and Monserrate; the coast needs four to six.
Why only four tours here?
Sintra has ten tuk-tuk listings on Viator and most have under ten reviews. We rank tours from a rating of 4.5 with 30 reviews; only two tuk-tuks clear it, so this page shows four with ten or more and says so on each.
Tuk-tuk or bus 434?
The 434 climbs the same hill for €13.50 a day and drops you at the gates; the tuk-tuk gives a guide, the viewpoints and no waiting at the stop. With a ticket to Pena, take the bus or walk; without one, the tuk-tuk is the better hour.
Going independently
The same loop by bus 434.
The 434/435 pass covers 24 hours from the station up to the Moorish Castle and Pena and back through the old town. Add the Pena Essential ticket if you go inside.
The Pena gate is 20 minutes uphill from the bus stop, or €4.50 by shuttle.
